Job Description: Job Title Manager – Process Safety (Section Head) Function Process Safety Department Safety & Health Reporting To (Title) Business Head – Occupational Health & Safety Superior’s Superior (Title) Chief Operating Officer Unit Grasim Pulp & Fibre Location Mumbai Business Grasim – Pulp & Fibre Date February 2020 1) Job Purpose Develop and Implement the Process Safety Management Standards and system to meet international best practices and to promote process safety management in order to ensure disciplined framework for managing the integrity of operating systems and processes that handle hazardous substances/ High risk operations. To support Head OH&S in formulation of Business Safety Strategy / directives for Pulp Mills and implementation of key Process Safety elements, monitoring of Process Safety Performance KPIs and its analysis. 2) Dimensions What are the areas (in quantitative terms) the job has an impact on? The Pulp and Fibre business of Aditya Birla Group is the global leader in Viscose Staple Fibre with a market share of 21% with a turnover of approximately US$ 2.6 billion. Fibre is manufactured in plants located in India, Indonesia, Thailand and China. The key raw material for the manufacture of Fibre – Dissolving Grade Pulp – is chiefly manufactured in house at plants in India, Canada and Sweden. The business produces more than 2000 metric tonnes of VSF per day. The fibre is sold in more than 70 countries under the brand name of Birla Cellulose. The key strengths of the business include – a wide portfolio of products with regular and specialty fibres and strong cost leadership. The vision of the Pulp & Fibre business is “To be the Global Leader in the Man-made Cellulosic Fibre Industry”. One of the key elements of the Mission is to “create superior and sustainable value for all our stakeholders through innovation in products and processes”. Independent efforts around innovation have been made across the business in its multiple verticals like setting up R&D infrastructure and restructuring the Pulp and Fibre Business encompasses 7 VSF plants (4 in India, 1 each in Indonesia, Thailand & China), 5 pulp plants (one in India and three in Canada & one in Sweden). Geographical spread and diverse culture of the business sites have their own complexities and challenges requiring development of common framework, implementation and managing Process Safety management at Business level, Provide directives and facilitate business on issues related to process safety accident prevention and investigation Management of change, emergency and crisis planning. Strong analytical, problem-solving, and facilitation skills and a consultative approach for PSM program implementation 4) Principal Accountabilities Accountability Supporting Parameters Process Safety Management Implementation Develop and release of Process Safety Management Standards and PSM element guidelines for the implementation across business. Assist sites in developing site specific safety procedures & safety program. Develop training material & module to train line function and effectively implement Process safety initiatives. Develop Self- Assessment questionnaires on released safety standards to help site to assess themselves on their safety system conditions. Develop & execute Process Safety audit program for the business. Driving Process Safety initiatives involving relevant stakeholders / Incident investigation Driving PSM Sub-committee initiatives across Fibre units via PSM Business Sub-committee (role of Secretary) Coordinate and support the focus groups to analyze & identify the key factors and develop and track the action plan compliance & effectiveness for all Process safety incidents. Driving the PSM element implementation initiatives involving PSM Sub-committee members- MOC status, quality compliance, PSI compilation, PSCE identification, MIQA Practices and gap analysis. Management of change- Develop and drive the implementation of MOC process across business involving relevant Stake holders Develop Crisis Management Plan in coordination with other ABG Central Functions, participate and coordinate for effective implementations. Risk Assessment & Process hazard Analysis Develop PHA matrix for Fibre operations- Identification and requirement of different PHA studies as appropriate for Fibre process operations Review and provide guidance on PHA studies- QRA, Facility siting, HAZOP, Bow-Ties Analysis. for operations and Projects (Participation in HAZOP sessions, report review and inputs for quantitative risk analysis studies etc.) Implement Barrier management program using Bow- tie analysis for High risk scenarios Pulp OHS Operations Coordinate and drive Safety initiatives for overseas Pulp mills involving the relevant Stakeholders. Conduct Incident analysis and monitoring of leading and lagging indicators for Pulp units Conduct periodic interventions (monthly) to review Pulp Mills Safety Performance, share best practices and develop action plan for key challenges faced. Handholding and training on ABG SAQs/ Incident Reporting in Enablon for all Pulp units Training and Capability building Develop training modules on Process safety for top, middle and lower management for standardized and effective implementation Coach site safety team, act group members and line managers in Process Safety and PSM element implementation- PSI, PHA, MOC, PSSR etc. to build Process Safety capability among line function IT Enablement / Digitalization of Safety Process Facilitate implementation and workflow of key safety processes on digital platform for standardization, monitoring and effectiveness. Digitalization of Safety Training system, Management of Change, Self- Assessment, Safety Performance KPIs etc. Support Operations Development, monitoring & analysis of Individual Safety Performance KRA process for leadership team (up to DH) Coordinate with unit Safety team, line function and relevant stakeholders to implement Safe work processes, Process safety initiatives for the P&F business. Visit P&F units to support Safety improvement programs, evaluate and monitor third party engagements & specialized interventions. 5) Relationships (If Applicable) Internal Frequency Nature All units of Pulp and Fibre Business at all levels including Site Safety, HR & Function Head Central & Unit Technical Cell Weekly, Monthly Process Safety implementation & Performance Update External Frequency Nature Corporate Sustainability Cell Corporate HR Various external Consultants As per requirement Function area Qualifications: Bachelor Of Technology,Bachelor Of Engineering,Post Diploma-Industrial Safety Minimum Experience Level: 7-12 Years Report to: Manager
